Over time, only a small number of order notes older than the “Process older than” setting will be available for each task run, and your website comments table will remain optimized under the hood with no further intervention required.

If you choose to archive older order notes, they’ll still appear on the order management screen, so you never lose track of your order history.
They just won’t slow down any other database query related to comments, for example, product reviews.
One WP-CLI command: all old order notes archived
Actually, two WP-CLI commands: You can start by getting a count of how many old order notes are eligible for archiving or deletion, and then you can run a processing batch from the command line to speed up the process without affecting your website performance.
In WP-CLI, you can override the number of comments to process, allowing you to run the initial cleanup on all eligible orders and then let the scheduled action handle day-to-day operations.
